      Robot is a machine that realizes various functions with its own power and control capacity. It has important purposes in industry, medicine, agriculture, construction and military fields. International Federation of Robotics (IRF) classifies robots into two categories, i.e. industrial robots and service robots.

      The robot industry of China started later than the developed countries. China established nine robot industry bases and seven research bases by the end of 1990s, which is helpful for industrialization of robots in China. Now the service robot industry of China is being developed better in Beijing, Shanghai, Shenzhen, Zhejiang, Shenyang, Harbin, Guangzhou, Jiangsu and Xi'an.

The plan proposed the five-year general target of robot industry development: formation of complete robot industry system. Technical innovation capacity and international competition would be significantly improved, performance and quality of product would reach the level of international similar products, manufacture of key parts would realize significant breakthrough and market demands could be met essentially.

      The Notice of the State Council on Issuing the Development Plan of New Generation of Artificial Intelligence was issued in July 2017. The plan required to realize revolutionary breakthrough in the aspects of theory, methodology, tool and system with long-term research in the important fields, so as to strengthen the original innovation capacity of artificial intelligence.
